Gas Plus Program:

By means of Resolution No. 24/2008 issued by the Secretariat of Energy, published in the Official Gazette on March 13, 2008, the Gas Plus Program was created to encourage the production of natural gas.

Producers who have executed the Agreement with Natural Gas Producers 2007–2011 are eligible to participate in the Program. The projects must state relevant technical information and are subject to the approval of both the Secretariat of Energy and the Ministry of Federal Planning, Public Investments and Services. The exclusive destination for natural gas qualified under Gas Plus Program will be the domestic market and its price shall contemplate an adequate recovery of associated costs and a reasonable profit. Moreover, such natural gas will not be subject to the conditions imposed in the aforementioned Agreement.


Total Energy Program:

Resolution No. 112/2007 issued by the Ministry of Federal Planning.

Through Resolution No. 112/2007 issued by the Ministry of Federal Planning, Public Investments and Services and published in the Official Gazette on March 13, 2008, the Total Energy Program has been extended to December 31, 2008. Such Program is aimed at guaranteeing the supply of energy resources within the country, encouraging consumption of alternative fuels to natural gas and/or electricity. The Undersecretariat of Management Coordination and Control has been appointed as the authority in charge of the execution of the Program.

Import quotas:

Resolution No. 151/2008 issued by the Secretariat of Energy, published in the Official Gazette on April 15, 2008.

Resolution No. 151/2008 issued by the Secretariat of Energy, published in the Official Gazette on April 15, 2008 sets forth a system for the award of quotas for the import of up to 1,800,000 cubic meters of gas oil and/or diesel oil during 2008. These volumes will be exempted from import taxes. Interested parties must submit their intentions to the Secretariat of Energy and will be obliged to market or consume the fuels in the domestic market.

Export duties on liquid hydrocarbons and byproducts:

Resolution N° 394/2007 issued by the Minister of Economy and Production.

By means of Resolution N° 394/2007 issued by the Minister of Economy and Production, export duties applicable to liquid hydrocarbons and byproducts have been raised.

Natural Gas export permits:

Decree N° 1705/2007.

Decree N° 1705/2007 published in the Official Gazette on November 21, 2007, provides that the National Executive Branch (PEN) recovers the power to grant or reject natural gas export permits that had been delegated to the Secretariat of Energy.

YPF's State-appointed board member:

Decree N° 184/2008 published in the Official Gazette.

Through Decree N° 184/2008 published in the Official Gazette on February 4, 2008, Mr. Santiago Carnero was appointed Director to the Board of YPF S.A. on behalf of the Federal State, which is a stockholder of Class “A” outstanding shares in YPF.

New appointed at CAMMESA

Decree N° 172/2007 published in the Official Gazette on December 31, 2007.

Decree N° 172/2007 published in the Official Gazette on December 31, 2007, amends Decrees Nos. 1192/1992 and 3162/2002 by setting forth that the Ministry of Federal Planning, Infrastructure and Services shall be the holder of all stock owned by the State in CAMMESA, a private corporation that manages the national wholesale electricity market. Likewise, the Minister of Federal Planning, Infrastructure and Services is by virtue of the same provision appointed president of CAMMESA and authorized him to delegate such appointment to another person as he may deem fit. On the other hand, it is also stated that the appointment of the vice president of the company shall require the approval of the State.

New President was appointed at ENRE:

Decree N° 112/2007 published in the Official Gazette on December 31, 2007.

By means of Decree N° 112/2007 published in the Official Gazette on December 31, 2007, Mr. Mario Humberto de Casas has been appointed President of the National Electricity Regulations Body (ENRE).
